越媒：越南外交部声称”极为关切、反对中国海上执法船对越南渔民的行为”

越南《越南+》官网10月2日报道：越南外交部发言人范秋姮(Pham Thu Hang)表示，越南极为关切、不满并坚决反对中国执法力量对在越南(所谓)”黄沙群岛”(即我西沙群岛—译者注)水域作业的越南渔民和船只的粗暴行为(Vietnam is extremely concerned about, discontented with, and resolutely opposes the Chinese law enforcement force’s brutal behaviours towards Vietnamese fishermen and vessel operating in Vietnam’s Hoang Sa archipelago area, Spokeswoman of the Ministry of Foreign Affairs Pham Thu Hang has said)。

报道称，范秋姮10月2日就中国执法力量于9月29日在越南”黄沙群岛”(即我西沙群岛—译者注)一带作业时，对来自广安省中部的QNg 95739 TS渔船上的越南渔民”进行镇压、伤害和扣押财产”( suppression, injuring, and seizure of property of Vietnamese fishermen)一事发表了声明。

报道称，她强调，中国执法力量的上述行为”严重侵犯了越南对”黄沙群岛”(即我西沙群岛—译者注)的主权，违反了国际法和1982年《联合国海洋法公约》(UNCLOS)，并违背了两国政府关于更好地控制和管理海上争端的共同看法”(She emphasised that the abovementioned acts by the Chinese law enforcement force had seriously violated Vietnam’s sovereignty over the Hoang Sa archipelago, infringed international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and run counter to the common perceptions of the two countries’ high-ranking leaders about better control and management of disputes at sea)。

报道称，这位女发言人说，越南”非常关注、不满并坚决反对中国执法部队对在越南”黄沙群岛”(即我西沙群岛—译者注)水域作业的越南渔民和渔船的粗暴行为，这些渔船受伤、威胁生命，并给越南渔民造成财产损失”。

报道称，范补充说，越南外交部已与中国驻河内大使馆进行了严正交涉，强烈反对中国执法部门的上述行为，并要求中国充分尊重越南对”黄沙群岛”(即我西沙群岛—译者注)的主权，迅速调查并向越方公布结果，不再重复类似行为。
