Earlier this year, the epic journey of a herd of wild Asian elephants through human habitats in southwest China’s Yunnan Province made headlines worldwide. The herd of 14 elephants paid a fleeting visit to Kunming a few months ago before returning to their natural habitat, finishing the 18-month trip across the province.
The public’s interest in these wildlife reflects rising attention on ecological civilisation. And China’s efforts to escort the elephants home show the country’s commitment to advancing global ecological progress. Kunming, again, attracts the world’s attention this week as another hefty matter looms large for the city: to host the biggest UN biodiversity summit in a decade.
Today, the first part of the 15th meeting of the Conference of the Parties to the UN Convention on Biological Diversity (COP15) kicks off in Kunming, capital of Yunnan Province. More than 1,800 representatives will gather online and offline to draw a blueprint for future biodiversity conservation. The second part of the meeting, which is resuming in the first half next year, will review and make a decision on the ""post-2020 global biodiversity framework"" that the international society pins great hopes on.
Gaining international consensus on climate change and biodiversity is an extremely difficult task, as only 6 out of 20 of the Aichi Targets have been met since countries agreed on them 11 years ago. That brings country leaders to Kunming to discuss a new action plan that they could agree on.
China was among the first countries to become a party to the Convention on Biological Diversity that entered into force in 1993. On Friday, China issued the country's first white paper on biodiversity, detailing how the world's most biodiverse country has endeavoured to protect its ecosystems in pursuit of harmony between humans and nature.

《生物多样性公约》缔约方大会第十五次会议（COP15）第一阶段会议今日在云南昆明拉开帷幕。第一阶段会议中，超过1800名代表将以线上线下结合的方式，为未来的生物多样性保护制定蓝图。
联合国《生物多样性公约》秘书处新闻官刘思佳表示，2010年国际社会制定了2011至2020年全球生物多样性保护目标，即“爱知目标”。从全球看，“爱知目标”的20个行动目标，没有一条完全实现，仅有6个目标部分实现。会议的第二部分预计将于明年举行，将审议和决定国际社会寄予厚望的“2020年后全球生物多样性框架”。
虽然在气候变化和生物多样性问题上取得国际共识甚至实际成果异常困难，但中国一直在生物多样性努力中积极行动。中国是最早签署和批准《生物多样性公约》的缔约方之一。10月8日，国务院新闻办公室首次发表《中国的生物多样性保护》白皮书，指出中国是世界上生物多样性最丰富的国家之一，将积极开展生物多样性保护国际合作，与国际社会共同构建人与自然生命共同体。

Paul Chan, financial secretary of the Hong Kong SAR government, said the city will advance a ""dumbbell-shaped"" development pattern where the southern region is strong in finance and the northern region is competitive in innovation and technology, and will allocate land and human resources more efficiently.

China has made continuous efforts on shoring up weak links in the financial regulatory system in the face of new challenges posed by fintech, central bank governor Yi Gang said. Proper firewalls should be set up to forestall the cross-sector and cross-industry transmission of financial risks, Yi said. He also urged disconnecting improper links between financial information and business information to prevent monopoly in the closed loop of data, network and financial activities.
近日，中国人民银行行长易纲在国际清算银行（BIS）监管大型科技公司国际会议上发表讲话，易纲表示金融科技的不断发展也给中国监管当局带来了新挑战，为了持续弥补监管制度的短板，应该建立适当的防火墙，避免金融风险跨部门、跨行业传播。他还强调要断开金融信息和商业信息之间的不当连接，防止“数据—网络效应—金融业务”的闭环效应产生垄断。

Chinese stocks closed lower on Monday. The Shanghai Composite Index closed almost unchanged at 3591 points, while the Shenzhen Component Index closed 0.32 percent lower at 14367 points. However, the Hang Seng Index closed 1.96 percent higher to stand at 25325 points.
