China will keep employment stable by supporting market entities and boost job creation, a State Council executive meeting decided on Wednesday.
The meeting urged to adopt more robust measures to keep employment stable, especially for key groups such as college graduates, and called for services and backup work for college graduates to be ensured. Measures include improving the online contract signing system, supporting innovation and entrepreneurship, as well as offering over 1 million internship opportunities to college students in 2022.
According to the NBS’s latest data, China's urban surveyed unemployment rate stood at 5.5 percent in the first quarter, an increase of 0.1 percent from the same period last year.
Job seekers, especially college graduates, are finding themselves under mounting pressure to land a job. China has a markedly more competitive labor market in the first three months, especially with a surge in demand combined with a reduction on the supply side, according to a report jointly conducted by online recruiter zhaopin.com and the China Institute for Employment Research (CIER) at Renmin University.
Decreased job opportunities were largely the result of localised COVID-19 outbreaks while some enterprises underwent structural transformation, according to the report, adding that the return of more Chinese students from abroad has aggravated competition.
And the number of college graduates isn’t helping with the situation, with 10.76 million student finishing college in 2022, exceeding 10 million for the first time and 1.67 million more than 2021, data from the Ministry of Education revealed.
Competition among graduates to score their first job even made them lower salary expectations. Data show that 55 percent of college graduates set their expected monthly salary at 6,295 yuan, down by 6 percent compared with the number last year. Around 34.4 percent of surveyed graduates show a preference for small businesses, up 6 percent from last year.
The Ministry of Human Resources and Social Security pledged on a Wednesday briefing that the employment of young people, college graduates in particular, will remain the priority of the nation's work in stabilising the job market this year.
According to the ministry, a total of 2.85 million new jobs were created in the first quarter of 2022, completing 26 percent of the annual target, and the overall recruitment situation remains stable.
The ministry will implement a range of measures targeting four aspects including expanding recruitment channels, enhancing the promotion of available occupations to graduates, while strengthening support to provide more internship opportunities and assisting students who need additional help.

4月27日，人社部召开2022年一季度新闻发布会。人社部就业促进司副司长陈勇嘉表示，一季度全国城镇新增就业285万人，完成全年目标任务的26%；全国城镇调查失业率平均值为5.5%，与上年同期基本持平。
会上介绍，今年以来，国际形势复杂严峻，国内疫情影响持续，对就业造成了一定压力，但经过各方面共同努力，就业局势总体保持基本稳定。
今年，高校毕业生规模达到1076万新高，在国内外环境不确定性因素增多的情况下，促进就业的任务更重。根据国家统计局数据，一季度，全国城镇调查失业率平均值为5.5%，其中，16-24岁人口调查失业率达到16.0%。
中国人民大学中国就业研究所和智联招聘联合发布的《2022年一季度高校毕业生就业市场景气报告》显示，2022年第一季度求职申请人数增幅大于招聘需求人数增幅，CIER(就业市场景气)指数季节性回落。在毕业生就业方面，受疫情和产业转型影响，部分企业缩减招聘规模，而庞大的毕业生基数和国外疫情造成的海归回流等，造成求职人数增多，一季度高校毕业生CIER指数为0.71，降至2020年疫情暴发以来最低点。
在这种形势下，超3成毕业生选择自由职业、慢就业，考研、考博、考国企风行。有55%的毕业生降低就业期望，本届毕业生平均期望月薪6295元，比去年下降6%。
4月27日召开的国常会对稳岗促就业做出五项部署，包括要加大稳岗促就业政策力度，保持就业稳定和经济平稳运行。作出推进企业在做好疫情防控条件下复工达产、支持市场主体稳岗、拓展就业岗位、做好就业服务和兜底保障、压实各地稳就业责任等。
而人社部也表示，将尽最大努力，创造积极条件，助力毕业生到各领域施展才华、建功立业。重点有四个方面的举措：一是加力渠道拓展；二是加大岗位推送；三是增加见习培训；四是加大困难帮扶。
The Customs Tariff Commission of the State Council announced on Thursday that over the next 11 months, starting May 1 until March 31, 2023, seven types of coal products including coking coal and brown coal will enjoy zero tariffs, in a bid to guarantee energy supply and promote high quality development.
煤炭进口零关税：4月28日，国务院关税税则委员会发布公告，为加强能源供应保障，推进高质量发展，国务院关税税则委员会按程序决定，自2022年5月1日至2023年3月31日，对煤炭实施税率为零的进口暂定税率。

Guangzhou reported 3 locally transmitted confirmed cases, 1 asymptomatic infections and 11 tested preliminary positive as of 12 am Thursday. Three districts in the southern metropolis have conducted nucleic acid testing since midnight today, following abnormal results of the staff at Guangzhou Baiyun International Airport late Wednesday. The airport has partially resume domestic flights in the afternoon as it has completed sampling and disinfection work in the terminals.
广州新增4例本土感染：28日下午，广州市疫情防控新闻发布会通报，4月28日0时至12时，广州市新增4例新冠病毒本土阳性感染者；其中，确诊病例3例、无症状1例，上述4例感染者均在白云机场例行检查发现，其中3人为机场工作人员。从28日凌晨开始，白云、花都、越秀等3个区相继开展全员核酸检测。因疫情防控需要，白云机场从4月28日起调整部分国内客运航班计划，今天12时前，已完成T1和T2航站楼环境采样和消杀工作，下午已逐步安排运行部分国内航班。

China’s civil aviation regulator on Thursday forecast that the total number of passenger trips during the upcoming May Day holidays will be around two million, with daily trips at around 400,000, a decline of 77 percent compared to the same period last year. The country’s railway travel volume is also expected to be sluggish during the holiday, with a total of about 32 million rail passenger trips expected to be completed from Thursday through to May 5, a relatively low passenger volume, according to China Railway.

Gold consumption in China shrank by 9.7 percent to 260 tons in the first quarter of this year, according to data released by the China Gold Association on Wednesday. During the same period, consumption of gold jewellery dipped 0.2 percent from a year ago to 169 tons, while that of gold coins and bars plunged 28 percent to near 70 tons.

The long-running head-to-head battle between China’s two biggest online music platforms has intensified, again. NetEase’s music unit Cloud Village sued Tencent Music Entertainment, accusing it of unfair competition and plagiarizing its app design, the company said Wednesday. Cloud Village didn’t respond to an inquiry on where the lawsuit was filed.

China’s biggest online real estate agency KE Holdings, also known as Beike Zhaofang, denied that a senior executive at its Shenzhen branch said the city was about to ease restrictions on home buying. The firm has reported the matter to the police and will take legal action against the rumourmongers.

Shenzhen’s Futian district will give away 15 million digital yuan to local residents via WeChat payment this Friday. Local residents can join the raffle by registering from Monday with lots drawn on Thursday. It’s the first time that the issuance of digital yuan has included all eight pilot banks and a range of sectors including restaurants and supermarkets.

Chinese stocks closed mixed on Thursday. The benchmark Shanghai Composite rose 0.58 percent as investors drew comfort from signs that the Covid situation in Shanghai and Beijing is stabilising, and policy makers stepped up efforts to support job growth. However, the Shenzhen Component ended down 0.23 percent as the ChiNext Index dropped 1.83 percent. In Hong Kong, the benchmark Hang Seng Index climbed 1.65 percent and Tech Index jumped 2.15 percent.
